Federal Legislation Passes Impacting COVID Relief, Medicare Physician Payment & Surprise Billing

After several weeks of intense negotiation, Congress passed a comprehensive omnibus spending package that funds the federal government through fiscal year 2021.

Major provisions in the legislation include:

  1. A new round of COVID relief and economic stimulus that will impact medical practices including payroll tax credits and a new round of PPP loans and grant.

  2. Changes averting many of the proposed cuts to Medicare physician payment.

  3. An agreement on surprise billing that will protect patients and provide for a comprehensive negotiation and arbitration process between physicians and insurers.

Ohio physicians made a major difference in the outcome by making continual contact with our congressional delegation. OSMA also appreciates the tireless efforts of the AMA and other national specialty societies that worked every day to advocate for physicians.

Earlier today, the AMA released the following summaries of the final language:

  1.  Summary of major provisions impacting medicine

  2.  Summary of Medicare rate changes by specialty

  3.  Summary of Surprise Billing provisions
